The "Scheme for Enhancement of Technical Competence and Manpower" is an umbrella scheme launched by the Industries and Mines Department, Gujarat under the Gujarat Industrial Policy. Effective from August 7th, 2020 to August 6th, 2025, it aims to bridge the industry’s skill gap, boost employment, and align workforce training with evolving technology and business needs. The component “Scheme of Financial Assistance for Setting Up Anchor Institute” is aimed at supporting industry-sponsored institutions or Centers of Excellence with a proven track record of employment generation. The scheme focuses on key sectors such as Biotechnology, Marine, Mining, Agribusiness, Shipbuilding, Aerospace, Fisheries, Technical and Industrial Textiles, Auto Engineering, and other priority sectors.

Benefits

  • Up to ₹5 crore for capital expenditure (machinery, equipment, infrastructure — land and new construction excluded)
  • Up to ₹5 crore for operating expenditure (faculty honorarium, admin costs, running expenses)
  • Up to ₹1 lakh per year for awareness programmes and seminars
  • Free GSRTC bus pass for trainees: 100% for BPL/SC/ST/SEBC/women; 75% for other candidates

Who Can Apply (Eligibility)

  • Must be an industry-sponsored institute or Centre of Excellence based in Gujarat
  • Must have at least 10 years of experience in the relevant sector
  • Must work in a priority sector: biotechnology, marine, mining, shipbuilding, aerospace, agribusiness, fisheries, technical textiles, auto engineering, etc.
  • Must have a proven track record of generating employment
  • Must commit to operating for at least 10 years
  • Must be financially self-sustaining after 5 years of government support

Step 1: Submit the application form to The Centre for Entrepreneurship Development(CED) for onward submission to the Screening Committee (applications are received twice a year in April and October). Step 2: A Committee consisting of the following members will scrutinize and appraise the proposals for feasibility and will submit its recommendations to the State Level Empowered Committee (SLEC) for consideration.

Yes, administrative expenses for staff salaries can be covered but are limited to 20% of the annual operating expenditure, excluding payments for internal faculty members.

Is there financial support available for awareness programs and seminars?
