The scheme "Scheme of Development Assistance to Colleges for the Construction of Buildings" was launched by the University Grants Commission, Ministry of Education, Govt. of India. The scheme aims to help Colleges in the consolidation and expansion of infrastructure. The scheme provides financial assistance for the construction and renovation/extension of existing buildings, including classrooms, library, laboratories, administrative block, staff quarters, and hostels. The applications for this scheme are accepted after the College has constituted a Building Committee, finalized the plans and estimates, and resolved to take up the building projects with University Grants Commission assistance.

Who Can Apply (Eligibility)
- Must be a college listed in the UGC's official college register
- Must be recognised under Sections 2(f) and 12B of the UGC Act, 1956
- Must have constituted a Building Committee including a Principal, university representative, a PWD engineer (Assistant Engineer level or above), and faculty/admin members
- Must have finalised building plans and cost estimates before applying
- Any additional expenditure beyond the UGC grant must be borne by the college
Exclusions
- Only available to colleges listed under UGC's 2(f) and 12(B) — private unaided colleges are not eligible
- Does not fund colleges already receiving building grants from other government programmes for the same project
How to Apply
- Constitute a Building Committee with the Principal, a university representative, a PWD/CPWD engineer, and teaching/admin staff.
- Finalize construction plans, estimates, and a resolution to proceed with the UGC-assisted project.
- Submit the project proposal in the prescribed UGC format along with all required documents to the University Grants Commission.
- UGC processes the proposal and conveys approval; first instalment (50% of grant) is released with the approval letter.
- After completing the first stage of construction, submit audited utilisation certificate and progress report to receive 40% instalment.
- Submit completion documents — revised estimates, photos, and final utilisation certificate — to receive the remaining 10%.
